Is Raeford a good place to buy near Fort Bragg?

Short answer
Raeford and Hoke County are where Fort Bragg's new construction has gone for two decades: large subdivisions along Highway 401 and Raeford Road at a lower band than Cumberland County, Hoke County schools, and a commute to the west side of the post that is shorter than the map suggests. Outside the subdivisions, lots are on wells and septic. It is the most house for the payment in the market, with the trade-offs of a fast-growing county. Hoke County was farmland and pine forest a generation ago. It is now the fastest-growing part of the Fort Bragg market, because the west side of the post is a short drive away and the land was cheap enough to build subdivisions on at prices Cumberland County cannot match. Raeford is the county seat; the growth is along the corridors between it and Fayetteville.
Who lives here and why
The buyers are families who want a new house at the lowest price the market offers, and there are a lot of them: the subdivisions along Highway 401, Raeford Road and Rockfish Road are 2000s to current construction, mostly single-family with HOAs, mostly first purchases or second-VA-loan purchases by mid-career soldiers. Outside the subdivisions, Hoke is rural — larger lots, wells and septic, and a quieter setting for buyers who want acreage close to the post. The downside is what fast growth brings: schools built behind the population, two-lane roads carrying subdivision traffic, and drainage on flat sandy ground that was engineered recently. The commute
The west side of the post — the special operations and aviation areas — is fifteen to twenty-five minutes via Raeford Road, which is the reason Hoke exists as a market. The main gates on the Fayetteville side are twenty-five to thirty-five. Southern Pines is the other direction, thirty minutes west on Highway 211.
Housing stock and what the appraiser sees
New construction dominates, and VA's rules for it apply: the builder must have a VA builder ID, the home needs the required warranty, and the appraisal follows the new-construction MPR path. Builder incentives conditioned on the builder's lender are common; the incentive is real, and the whole loan should still be priced against an outside VA quote. Wells and septic on the rural lots require VA's water quality test and septic evaluation. Drainage on flat sandy land is worth a look at the lot. WDI inspections are standard practice. Hoke County prices are the lowest in the market for new construction, so full entitlement is never a constraint and the second-tier calculation on a second VA loan clears without a down payment essentially every time — the entitlement calculator confirms it.
