Where should I buy a house near Fort Bliss?

Short answer

Most Fort Bliss soldiers buy in Northeast El Paso, which borders the post and has the shortest commute, or on the East Side and Far East along Loop 375 and Montana Avenue, which is where the newer construction and the family subdivisions are. Horizon City and Socorro are the lower-priced options farther out; the West Side and Upper Valley are the higher band across the mountain. Anthony and Chaparral on the New Mexico side are cheaper still, but they are a different state with different taxes and a different set of rules. Texas Vet pricing and the Texas property tax exemption make a rated veteran's payment materially lower here.

Fort Bliss is one of the largest installations in the Army by land area, stretching from El Paso north across the New Mexico line and east into the desert. The cantonment — where the gates, the housing and the hospital are — sits on the northeast side of El Paso, with Biggs Army Airfield next to it. The city wraps around the Franklin Mountains, which run through the middle of it, and the mountains organize the housing market: the Northeast and East on the Bliss side, the West Side across the pass, and the county to the east and south.

Being stationed at Fort Bliss

Fort Bliss is the 1st Armored Division and one of the largest maneuver training areas in the Army, with a new William Beaumont Army Medical Center and an air-defense presence that goes back decades. The training tempo is heavy — rotations to the desert ranges and to the National Training Center are part of the calendar — but the post is also a repeat assignment for a lot of armor and air-defense soldiers, which keeps the local market steady. El Paso itself is safe, inexpensive by any national measure, and hot; the housing stock reflects the climate. Families here stay the full tour, and a large veteran population stays after, which is why the Texas exemptions matter as much as the loan does.

Where people actually live

Northeast El Paso. The post's front door. The neighborhoods along Dyer Street, US 54 and toward the mountain — from the older 1960s and 1970s housing near the gates up to the newer subdivisions off Kenworthy and toward the Franklin foothills — are the shortest commute to Fort Bliss and among the lowest price bands in the city. This is where a lot of single soldiers and junior families start.

East Side. The city's largest residential area, along Montana Avenue, I-10 and Loop 375, with the newer 1990s and 2000s tract subdivisions and most of the family housing that Bliss families buy. The commute to the post is Loop 375 north to the Bliss gates, twenty to thirty minutes. Ysleta ISD and El Paso ISD split the area, with Socorro ISD farther south.

Far East and Horizon City. Beyond Loop 375, the newest and fastest-growing part of the metro: large subdivisions off Zaragoza, Pellicano and Eastlake, and Horizon City as its own town. The most house for the payment in the metro, a longer drive, and — at the edges — wells and septic systems. Socorro ISD and Clint ISD.

Socorro and the Lower Valley. South along the river, older, lower-priced, and a longer commute to the post.

West Side and Upper Valley. Across the mountain via Transmountain Road or around it on I-10. The higher price bands, UTEP, the medical district, and the Upper Valley's larger lots and pecan orchards. The commute to Fort Bliss is thirty to forty minutes and the reason to live here is the West Side itself, not the post.

Anthony and Chaparral, New Mexico. Just across the state line and minutes from the post's northern area. Cheaper, and a different state: no Texas Vet loan, no Texas property tax exemption, a state income tax, and different rules for everything from title to homestead. The cheaper price is real; so are the differences. This page is anchored in Texas.

What the VA appraisal sees in El Paso

  • Roofs. A large share of El Paso housing has flat or low-slope roofs with built-up or foam systems that have a shorter life than pitched shingle roofs. The appraiser looks at condition and remaining life; ponding and patched membranes draw conditions.
  • Cooling. Evaporative (swamp) coolers are common on older homes. They are acceptable if functional; the appraiser notes non-working units, and the buyer should know the difference between a cooler and refrigerated air before writing.
  • Stucco and foundations. Stucco cracking is mostly cosmetic; the appraiser distinguishes it from structural movement, which shows up in the caliche and clay soils on the east side.
  • Wells and septic in the Far East, Horizon City's edges and the county. VA requires a water test and, typically, a septic evaluation.
  • Drainage. Desert arroyos flood. Some East Side and Northeast neighborhoods are in special flood hazard areas despite the setting; flood insurance is required and escrowed if so.

Stacking the Texas benefits

A Texas Vet (VLB) loan is a VA loan purchased and priced by the Texas Veterans Land Board, with a rate discount for veterans rated 30% or more disabled. Under Texas Tax Code § 11.131, a veteran rated 100% disabled or paid at the 100% rate for individual unemployability pays no property tax on a homestead — and El Paso County's tax rates are among the highest in the state, so the exemption is worth more here than the state average. The loan side

El Paso's price bands mean full entitlement is rarely the constraint; what matters more here is the second-purchase case. Bliss is a repeat-assignment post, and a soldier with a VA loan still open at a prior station is working with remaining entitlement — the second-tier scenario shows the arithmetic, and at El Paso prices it almost always works without a down payment.
