What home buying benefits do veterans get in Texas?

Short answer
Texas veterans get two benefits that stack on the federal VA loan: a Texas Veterans Land Board (Texas Vet) home loan, which is a VA loan funded through the state with a rate discount for veterans rated 30% or more disabled, and property tax exemptions under the Texas Tax Code that scale with disability rating and eliminate the property tax bill entirely at 100%. Texas Vet is not an alternative to the VA loan. It is the same VA-guaranteed loan, bought by the state, with the state's pricing on top.

Texas is unusual among states in offering a veteran home loan program with real money behind it, and it is the state where the "Texas Vet versus VA loan" confusion costs the most. They are not competing products. A Texas Vet loan is a VA loan. The state buys it from the lender and prices it, and for a veteran with a 30% or greater disability rating, the state's price is discounted below what the same borrower would see on an ordinary VA loan. That is the whole reason the program matters.
The Texas Veterans Land Board home loan
The Veterans Housing Assistance Program is run by the Texas Veterans Land Board, a state agency, under Chapter 162 of the Texas Natural Resources Code. The mechanics:
- You apply through a VLB participating lender, not the VLB itself.
- The loan is underwritten as a VA loan (or, less commonly, an FHA or conventional loan) and closes at the lender.
- The VLB purchases the loan and sets the interest rate. The rate for veterans with a VA disability rating of 30% or more is discounted.
- There is a program loan limit. Purchases above it are still eligible for an ordinary VA loan with full entitlement, just not for the VLB purchase and the VLB pricing on the whole amount.
- The property must be your primary residence in Texas, and you must meet the VLB's Texas residency requirement.
Because the loan is VA-guaranteed, everything on the VA loan guidelines page applies: no down payment with full entitlement, the funding fee and its exemptions, the VA appraisal and Minimum Property Requirements. What the VLB adds sits on top. It does not loosen VA's rules and it does not replace VA's guaranty.
Whether to use it is a pricing comparison the lender can run on the day: the VLB rate against the best ordinary VA rate available for the same loan. For a veteran with a qualifying disability rating, the VLB usually wins. For everyone else it is a coin flip that depends on the week.
Property tax exemptions
Texas has no state income tax, so property tax is the tax that matters for a homeowner — and it is where Texas's veteran benefits are most generous. Two sections of the Texas Tax Code do the work.
Total exemption: Tax Code § 11.131
A veteran with a 100% service-connected disability rating, or who is paid at the 100% rate because of individual unemployability, is exempt from all property taxes on their residence homestead. Not a reduction — the bill is zero for the homestead. The surviving spouse keeps the exemption on the same homestead if they have not remarried, and can carry an equivalent amount to a new homestead.
Partial exemption by rating: Tax Code § 11.22
Veterans with a service-connected rating below 100% receive a fixed-dollar exemption that steps up by rating band: 10–29%, 30–49%, 50–69%, and 70% and above. The amounts are set in statute and are modest relative to a full exemption, but they apply to any property the veteran owns, not only the homestead. Veterans who are 65 or older, or blind, or have lost a limb, are treated at the highest band regardless of rating.

The combination — a VLB-priced VA loan, no funding fee, and no property tax — is why a 100%-rated veteran buying in Texas has a materially different payment than a civilian buying the same house.
How the tax exemption interacts with escrow
Lenders escrow property taxes based on the current bill, and a new exemption is not reflected until the county appraisal district processes it. Apply for the exemption with the county appraisal district as soon as you close; the § 11.131 exemption is effective for the year you qualify and prorated in the year of purchase in many cases. Until the appraisal district processes it, your escrow payment reflects the un-exempted tax. Once it does, the lender re-analyzes the escrow and the payment drops. Plan for a few months of the higher payment.
