Short answer

Oklahoma gives a veteran rated 100% disabled two benefits that are unusually strong: a full exemption from property tax on the homestead under 68 O.S. § 2887 — the entire bill, not a capped amount — and an exemption from state and local sales tax on personal purchases up to an annual limit under § 1357. Both continue for an un-remarried surviving spouse. There is no partial exemption for lower ratings and no state veteran mortgage program; the benefits stack on an ordinary VA loan in one of the least expensive housing markets in the country.

Oklahoma's benefit for a 100% disabled veteran is as strong as any state's: the homestead is exempt from property tax entirely, and the veteran is exempt from sales tax on personal purchases up to an annual limit. There is no partial benefit for lower ratings and no state loan program. Combined with housing prices that are among the lowest on this site, it makes a 100%-rated veteran's cost of owning a home in Oklahoma about as low as it gets anywhere.

The homestead exemption

Under Article X, Section 8E of the Oklahoma Constitution and 68 O.S. § 2887, the homestead of a veteran with a 100% permanent service-connected disability, as certified by VA, is exempt from ad valorem taxation on its full fair cash value. The details:

  • Scope. The homestead — the home you own and occupy as your principal residence — and the land it sits on, as defined for homestead purposes. Not a second home or a rental.
  • Rating. 100% permanent, service-connected, certified by VA. Whether compensation at the 100% rate for individual unemployability qualifies is a question to confirm with the county assessor; the statute's language is "100 percent permanent disability."
  • Discharge. Honorable discharge is required.
  • Surviving spouse. Under § 2888, the exemption continues for the un-remarried surviving spouse of a qualifying veteran, and a related provision covers surviving spouses of members killed in action.
  • Application. Once, with the county assessor, with the VA letter. It does not require annual re-filing as long as ownership and occupancy continue, though the assessor may ask you to confirm.

The sales tax exemption

Under 68 O.S. § 1357, a veteran with a 100% permanent service-connected disability is exempt from state and local sales tax on personal purchases up to an annual limit. The veteran obtains an exemption card from the Oklahoma Tax Commission and presents it at the point of sale. The surviving spouse has a separate, lower annual limit. This is not a home-buying benefit as such, but it is the same rating letter and the same trip to the Tax Commission, and it belongs in the same conversation.

What it does to a payment

The lender escrows on the current bill until the county assessor processes the exemption; expect the un-exempted payment for the first months after closing, then a re-analysis. Once applied, the property tax portion of the payment is zero on the homestead. Oklahoma's property tax rates are moderate, so the dollar effect is smaller than a full exemption in Texas or Illinois, but the principle is the same: a 100%-rated veteran's payment is principal, interest and insurance only.

For veterans rated below 100%

There is no state property tax benefit below 100%, and no state mortgage program. What remains is the full federal benefit: the VA loan guidelines, the funding fee exemption at any compensable rating, and full entitlement's absence of a loan limit — rarely the constraint at Oklahoma prices.
