I have orders to San Diego. Where should I live?

Short answer
It depends on which San Diego you have orders to. The 32nd Street base, North Island and Point Loma put you in the South Bay, Coronado or the central city; Camp Pendleton puts you in Oceanside, Vista and North County, forty-five minutes north. Within each, your pay grade decides the band: E-1 to E-4 rent; E-5 and E-6 with dependents reach condos and older tract homes with a VA loan and no down payment; E-7 and up and officers reach the family neighborhoods. If you are arriving from a low-cost post and keeping that house, run the second-tier entitlement math before you look at a single listing, because at San Diego prices it is the number that decides everything.

San Diego is the largest military housing market in the country and the most expensive one most service members will ever be assigned to. That combination produces the same orders-day panic every time: the BAH number looks enormous, the listings look impossible, and the question of where to live gets answered by whoever posts first in the spouse group. This page is the version a loan officer would give you.
First: which San Diego
The county has two military housing markets that barely overlap.
Navy — the bay. Naval Base San Diego at 32nd Street, North Island and the Amphibious Base on Coronado, and Point Loma. The neighborhoods are the South Bay (Chula Vista, National City, Imperial Beach, Bonita), Coronado for the few who can, Point Loma and Ocean Beach for the west side, and East County (Santee, El Cajon, La Mesa) for price. Marines — North County. Camp Pendleton, forty-five minutes north on I-5. Oceanside and Vista at the gates, Carlsbad and San Marcos for families, Fallbrook for land, Temecula and Murrieta over the county line for the most house per dollar with the longest commute. Second: what your grade owns here
BAH here is set for the San Diego housing area by grade and dependency status, and it resets every January. The honest pattern:

Use the BAH-to-payment calculator with the real tax rate for the neighborhood — Mello-Roos in Eastlake or Temecula can add a meaningful line — and the buy versus rent page before you decide the answer is buy. San Diego is the one market on this site where the rent-versus-own gap can favor renting at E-5 on a short tour; on a three-year tour with a plan to keep the house, the calculator usually says own — and shows the principal that says why.
Third: what changes when you arrive from a cheap state
Most people get San Diego orders from somewhere like Fort Bragg, Norfolk or Jacksonville, and three things catch them.
- The house you are leaving. If it has a VA loan and you keep it as a rental, its entitlement stays charged, and your San Diego purchase runs on what remains. San Diego County's high-cost conforming limit helps, but at local prices a down payment often enters — the entitlement calculator shows the exact number, and the second-tier page explains it. Selling first restores full entitlement and removes the VA loan limit entirely, which is why the "can I buy a million-dollar house with zero down" answer is yes here for a full-entitlement buyer.
- Condos. A large share of what E-5 BAH reaches is condominiums, and the project has to be VA-approved. Check before writing an offer; the condo answer covers the process.
- State benefits. California's benefits are on the California page: CalVet as an alternative to price against, the Disabled Veterans' Property Tax Exemption, which requires a 100% rating (or compensation at the 100% rate for unemployability) and exempts a set dollar amount of assessed value rather than the whole bill — unlike Texas and Virginia, where a 100% rating exempts the homestead entirely, and no state tax on VA disability compensation.
The sequence
- Orders in hand → pre-approval on the orders and the San Diego BAH (orders as income), COE pulled, entitlement math done if you own a house elsewhere.
- Decide bay or North County by your base, then two or three neighborhoods from the guides, then the house-hunting leave plan.
- Write with the escape clause, check the condo approval, get an insurance quote inland, and let the lender order the VA appraisal on ratification.
- Close on arrival or by power of attorney; occupy within sixty days.
