Short answer
El Paso doesn't have a taco district — the whole city is one — but the Fort Bliss housing map has three sides, and each has a reason to eat there. The Northeast, right off the main gate, has the tortillerias and the old family cafés. The East Side has the newest restaurants and the newest subdivisions. And Horizon City, the far-east suburb where new construction is cheapest, has Elemi — the #2 taco in the entire state of Texas according to Texas Monthly, made by a James Beard–nominated chef, in a strip mall on Eastlake Boulevard.
Northeast El Paso — off the main gate
Tortilleria Crystal — McCombs Street. A tortilleria first; the breakfast burrito on a fresh flour tortilla is the Fort Bliss morning. Casita Linda — Hondo Pass. Family Mexican, sopapillas with honey, the kind of place that's been feeding soldiers for decades. L & J Cafe — East Missouri, by Concordia Cemetery. "The old place by the graveyard," since 1927; chile rellenos. Ten minutes from the Northeast, five from the Cassidy gate.
Live here: Northeast El Paso — 1950s–80s single-story stucco and brick against the Franklin Mountains, the shortest commute on post, the lowest price band in the city, and the reason a BAH goes further at Bliss than almost anywhere in the Army.
The East Side — Zaragoza and the new city
El Taquero Comer — N. Zaragoza. Al pastor off the trompo, the East Side's taco standard. Chico's Tacos — multiple, including the East Side. Rolled tacos in a cup of tomato sauce under a pile of cheese; the thing El Pasoans argue about, and you have to try once. Los Bandidos de Carlos & Mickey's — multiple. The margarita stop. Morra Mía — multiple. Pozole.
Live here: East Side — the 1990s–2020s tracts along Zaragoza, Montwood and Pebble Hills, the newest schools in EPISD and Socorro ISD, 20–30 minutes to the gates via Loop 375. Where most Bliss families with kids end up.
Horizon City and Socorro — the far east
Elemi — Eastlake Blvd., Horizon City. #2 on Texas Monthly's 50 Best Tacos in Texas. Heirloom-corn tortillas nixtamalized in house; the conejito pibil is the one they named. Chef Emiliano Marentes has a James Beard nomination for it. Taqueria El Tiger — Socorro Road. #5 in Texas. Tripa y tembloroso, street-style, no frills, 15 minutes south of Horizon.
Live here: Horizon City — the far-east suburb where new-construction three-bedrooms are the cheapest in the metro, Clint ISD, and a 30–40 minute commute to the gates. The trade is the drive. The consolation is that the best taco in West Texas is in your neighborhood.
Central — for the weekend
Taconeta — Montana Ave. #6 in Texas; the mushroom taco. Kiki's — N. Piedras. Brisket machaca. Amar — N. Mesa. Ribeye tacos. Cónico — N. Mesa. Cochinita pibil. Casa Pantera — Pershing. Ceviche. Mamacitas — downtown. Chilaquiles. All 15–25 minutes from the Northeast, longer from the East Side and Horizon.

Fort Bliss is the Army's best BAH-to-house ratio, and the three sides of town are three different bets: the Northeast for the commute and the price, the East Side for the schools, Horizon City for the new build. The food doesn't sort by price the way it does in San Diego — L & J and Elemi cost about the same for lunch — so pick the side of town by the drive you'll tolerate, and know that none of them is a bad taco decision.
