Short answer
Most Luke families buy in the West Valley cities that ring the base — Litchfield Park and west Glendale closest to the gates, Goodyear and Surprise for newer master-planned housing, Buckeye and Avondale for the lowest price bands. Almost all of it is 1990s-to-current construction with HOAs, and a large share of what is for sale at any moment is brand new, which makes the builder's preferred-lender incentive the thing to read closely. Arizona's disabled veteran exemption was restored by voters in 2022 and stacks on the VA loan, and was expanded to a full exemption for 100%-rated veterans effective in 2026.

Luke Air Force Base sits on the far west side of the Phoenix metro, between Litchfield Park and Glendale, and it trains most of the Air Force's fighter pilots. The West Valley around it was farmland thirty years ago and is now one of the fastest-built suburban markets in the country, which shapes everything about buying here: the housing is new, the HOAs are universal, the price bands step down as you drive west, and the sales office is as often a builder's model home as a resale listing.
Being stationed at Luke
Luke is the 56th Fighter Wing, the Air Force's F-35 training wing, which means a base full of student pilots on the syllabus, instructor pilots on three-year tours, and a large maintenance and support population, plus an Air Force Reserve wing. Students rent; instructors, maintainers and support families buy. The base sits in the West Valley with the flight line pointed away from the neighborhoods that have grown up around it, and the newer communities in Goodyear and Buckeye are where most of the growth has gone. Summer heat decides a lot here — commute length, pool ownership, and what a home inspection looks for.
Where people actually live
Litchfield Park. The small city on the base's south and east edges. Older, tree-lined neighborhoods near the historic core, newer subdivisions around them, and the shortest commute on the West Valley. Litchfield Elementary and Agua Fria Union districts.
West Glendale and Peoria. North and east of the base, along Loop 101 and the 303. Glendale's west side has 1990s and 2000s tract housing at a mid band; Peoria, farther north, is larger and newer. Both reach the north gate reasonably.
Goodyear. Southwest along I-10 and the 303, the West Valley's master-planned center — Estrella, Palm Valley, PebbleCreek (age-restricted), and a steady stream of new communities. HOAs, newer construction, and a slightly higher band than Buckeye for the schools and the amenities.
Surprise. Northwest along the 303 and Grand Avenue. Large master-planned communities — Marley Park, Asante, Sun City Grand (age-restricted) — and one of the metro's biggest new-construction markets. Dysart Unified. The commute to the base is the 303 south.
Buckeye. The far west, where the price bands are lowest and the subdivisions are newest — Verrado, Tartesso, Sundance. The most house for the payment in the metro and the longest common commute to Luke.
Avondale and Tolleson. East along I-10 toward Phoenix, older and lower-priced than Goodyear, with a reasonable commute to the south gate.

What the VA appraisal sees in the West Valley
- New construction. The builder needs a VA builder ID; the home needs the required warranty; and the appraisal follows new-construction rules. Builder-lender incentives are the practical issue: closing-cost credits and rate buydowns conditioned on using the builder's lender are common, and they should be priced against an outside VA quote on the whole loan, not just the incentive line.
- Roofs and HVAC. Desert sun ages tile underlayment and shingle roofs faster than the roof's nominal life, and cooling systems run hard. The appraiser looks at remaining life.
- Pools. Common. VA has no pool-specific rule beyond safety; a pool without a working barrier or with green water draws a condition.
- Peeling paint on the few pre-1978 homes in Litchfield Park's core and older Glendale.
- Wells and septic on the rural fringe of Buckeye and Waddell. VA requires a water test and, typically, a septic evaluation.
- Noise contours. Not an MPR item, but cities around Luke require disclosure inside the contours and resale reflects it.
HOAs and the payment
Nearly every West Valley neighborhood built since 1990 has an HOA, and some master-planned communities layer a community facilities district assessment on top. Both run through your qualifying ratios. Get the HOA dues and any CFD line from the tax bill before you compare prices.
Stacking the state benefit
Arizona's disabled veteran property tax exemption, restored by voters in 2022 under A.R.S. § 42-11111, fully exempts the primary residence of a veteran rated 100% or classed as totally disabled based on individual unemployability, with a smaller rating-scaled exemption below 100% — with no property-value or income limit, and the thresholds have been amended recently, so the Arizona benefits page covers what to verify and how to file with the county assessor. The loan side
West Valley price bands mean full entitlement is rarely the constraint; what matters more is the second-purchase case, since Luke is a repeat assignment for a lot of aircrew and maintainers. A VA loan still open elsewhere makes the new purchase a second-tier entitlement calculation, and at Goodyear and Surprise prices it usually works without a down payment.
