What benefits do veterans get in Georgia?

Short answer

Georgia's main benefit for veteran homeowners is the disabled veteran homestead exemption under O.C.G.A. § 48-5-48, which exempts a large, indexed amount of a home's assessed value from state, county, municipal and school property taxes for a veteran rated 100% disabled, paid at the 100% rate for individual unemployability, or who has lost limbs or sight from service. It is not a total exemption, but the exempt amount is indexed to the federal VA guaranty figure and is large enough that most modest and mid-priced homes pay little or no property tax. It stacks on a VA loan and passes to an un-remarried surviving spouse.

Georgia does not run a veteran home loan program, and it does not offer a total property tax exemption the way Texas, Virginia and Florida do. What it offers instead is a very large partial exemption — large enough that, for most veterans it reaches, the practical effect is close to total. The rest of the home-buying picture is the federal VA loan, unchanged.

The disabled veteran homestead exemption

O.C.G.A. § 48-5-48 exempts a set amount of a homestead's assessed value from all ad valorem taxes — state, county, municipal and school district — for a qualifying disabled veteran. The qualifying conditions:

  • A 100% service-connected disability rating from VA, or
  • Compensation at the 100% rate for individual unemployability, or
  • Service-connected loss or loss of use of one or both feet, one or both hands, or sight in one or both eyes, as certified by VA, or
  • Certain other VA-certified disabilities enumerated in the statute.

Honorable discharge is required. The exemption extends to the un-remarried surviving spouse and to minor children of a qualifying veteran, and a companion provision, § 48-5-52.1, provides an exemption for the un-remarried surviving spouse of a service member killed in action.

The distinctive feature is how the amount is set. Rather than a fixed dollar figure in the statute, the exempt amount is indexed to the maximum federal Specially Adapted Housing grant under 38 U.S.C. § 2102, and it rises when that federal figure rises. That is why the amount has grown substantially over the years without a statutory change, and it is why this page does not print a number — check the current amount with the county tax commissioner where you are buying.

How it plays out

Georgia assesses property at 40% of fair market value, and the exemption is applied against assessed value. The practical effect is that homes at or below a certain market value pay no property tax, and homes above it are taxed only on the value above the exempt amount. Around Fort Stewart and Fort Benning, where price points are moderate, most qualifying veterans end up with a small or zero bill. In Savannah's higher-priced neighborhoods the exemption is still large but a portion of the value is taxed.

Filing and escrow

Apply with the county tax commissioner or tax assessor, with the VA letter documenting the qualifying condition. Georgia's filing deadline is typically April 1 for the exemption to apply to that year's bill. Once granted it renews automatically as long as you own and occupy the home. As in every state, the lender escrows on the current bill until the exemption is processed, so the first months after closing carry the higher payment. Ask the lender to re-analyze the escrow once the county confirms the exemption.

For veterans rated below 100%

Georgia's state exemption does not scale by rating the way Texas's or Florida's do; below the qualifying conditions there is no state-level veteran property tax benefit, though many counties offer local homestead exemptions by age or income that apply to everyone. What you still have in full is the federal benefit: the VA loan guidelines, the funding fee exemption at any compensable rating, and full entitlement's absence of a loan limit.

On a modest home that can eliminate the bill; on a higher-value home the portion above the exempt amount is still taxed.
