Where should I buy a house near MCAS Miramar?

Short answer
Miramar sits in the geographic center of San Diego County, so its people spread in every direction, but most buy along the I-15 corridor north and east of the gates — Mira Mesa for price and proximity, Scripps Ranch and Rancho Peñasquitos for the schools and newer construction, Poway for lots — or west into Clairemont and Kearny Mesa for older stock closer to the coast and the bay bases. Central San Diego prices put the loan question squarely on entitlement: full entitlement carries a no-down-payment purchase at any price the appraisal supports, while remaining entitlement from a house at the last station usually means a down payment. Condos are a large share of what junior buyers reach here, and the project has to be VA-approved.

Marine Corps Air Station Miramar sits on the mesa in the middle of San Diego County, with I-15 on its east flank, I-805 on its west, and Miramar Road running along its northern edge. It is the only major base in the county that is not on the water, and that changes the housing math: the neighborhoods around it are inland tract communities from the 1970s through the 2010s rather than bayfront or beach towns, and the commute is a freeway interchange question rather than a bridge or a coast highway. Miramar people live everywhere from Clairemont to Poway, but the pattern is clear once you know the gates.
Being stationed at MCAS Miramar
Miramar is the home of the 3rd Marine Aircraft Wing — the fighter, attack, tiltrotor and heavy-lift helicopter squadrons that deploy with I Marine Expeditionary Force — along with a Marine Corps Reserve wing presence and a large Navy population left over from the station's decades as a naval air station. Aviation squadrons deploy on the MEU cycle and on unit rotations, so the household that stays behind is the one living with the house and the commute. The permanent-party population is heavy on aviation maintainers, air crew, and the support units that keep a wing flying, plus a meaningful officer and senior NCO cohort on three-year tours. The base's central location is its defining feature: I-15 north reaches Scripps Ranch, Rancho Peñasquitos and Poway in minutes, I-805 and Highway 52 reach Clairemont, Kearny Mesa and Tierrasanta, and a spouse working at the bay bases or downtown has a workable reverse commute. Many Miramar households have one member here and one at Naval Base San Diego or Camp Pendleton, and pick a neighborhood that splits the difference.
Where people actually live
Mira Mesa. Directly north and west of the air station, and the default answer for a first purchase. 1970s and 1980s tract homes on small lots, a large share of condos and townhomes, and the lowest price band adjacent to the base. Mira Mesa Boulevard and Black Mountain Road reach the gates in minutes. San Diego Unified schools.
Scripps Ranch. North of Miramar Road along I-15, the established family neighborhood: eucalyptus-lined streets, 1970s–2000s single-family homes with the newer sections in Scripps Ranch's northern reaches carrying Mello-Roos, and the Poway Unified schools that draw families. A short drive to the north gates and a price band well above Mira Mesa.
Rancho Peñasquitos and 4S Ranch. Farther north on I-15, 1980s–2010s master-planned housing with Poway Unified schools, HOAs, and Mello-Roos on the newer tracts. Fifteen to twenty-five minutes to the gates, and the answer for families who want newer construction and can carry the payment.
Poway. East of I-15 and north of the base, a separate city with larger lots, semi-rural edges, and its own Poway Unified schools. Twenty to thirty minutes to the gates via Poway Road or Scripps Poway Parkway. Wells and septic on the outer lots, wildfire exposure in the foothills.
Tierrasanta. South of Highway 52, on the mesa between the base and Mission Valley. 1970s–1980s tract housing, a quiet residential feel, and a short hop to the main gate — and to Kearny Mesa's employers.
Kearny Mesa. Immediately south and west, San Diego's commercial and industrial center with pockets of 1960s–1970s housing and a large condo inventory. The shortest commute to almost every part of the county, and a lower price band than the neighborhoods to its north.
Clairemont. West of I-805 toward the coast, one of the city's largest post-war neighborhoods: 1950s–1970s single-family homes on the mesas above Mission Bay, plus condos along the main corridors. A short drive to Miramar on the 805 or Highway 52, and closer to the bay bases than anything north of the station.

What the VA appraisal sees in central San Diego
- Condominiums. Mira Mesa, Kearny Mesa and Clairemont carry a large condo inventory, and much of what junior buyers reach is attached. VA requires the condominium project to be VA-approved; most large projects are, some are not, and approval takes weeks a seller may not give you. Check the project before you write.
- Pre-1978 housing. Clairemont, Kearny Mesa, Tierrasanta and older Mira Mesa draw the lead-based paint condition on peeling paint, and converted garages and unpermitted additions are common and get noted.
- Roofs and termites. Older roofs at end of life on the 1960s–1970s stock; a termite clearance is standard practice on California VA purchases.
- Wells, septic and access in outer Poway. VA requires a water test on a private well and, in most cases, a septic evaluation.
- Hazard insurance. Not an appraisal item but the practical gate in Poway's foothills and the canyon edges of Scripps Ranch: the lender requires a fire policy in place at closing, and the only available coverage may be the California FAIR Plan plus a wrap. Get a quote before you remove contingencies.
Mello-Roos and HOAs
The newer sections of Scripps Ranch, most of Rancho Peñasquitos and all of 4S Ranch sit in Community Facilities Districts, and the Mello-Roos assessment runs through the property tax bill — which means it runs through your escrow and your qualifying ratios. Add HOA dues and two homes at the same list price can carry very different payments. Ask for the tax bill and the HOA budget with the disclosures and compare payments, not prices. Mira Mesa, Clairemont, Tierrasanta and Kearny Mesa are mostly standard Proposition 13 assessments with few HOAs on the single-family stock.
Stacking the state benefit
California's Disabled Veterans' Exemption removes a fixed, inflation-adjusted amount of assessed value for veterans rated 100% disabled, with a larger low-income tier, and CalVet is the state's own loan program to price against an ordinary VA loan. The loan side
Central San Diego is where the difference between full and remaining entitlement shows up in the down payment. With full entitlement there is no VA loan limit and no down payment at any price the appraisal supports — which is why a full-entitlement buyer can reach Scripps Ranch. A Marine or sailor keeping a house at the last station is on remaining entitlement, and the second-tier calculation uses San Diego County's high-cost conforming limit, which helps, but at local prices a down payment of 25% of the overage frequently enters — the entitlement calculator shows the exact number.
