Orange Park and Fleming Island are NAS Jacksonville's suburbs: Orange Park directly south of the base on US 17 with 1960s-to-1990s housing at a mid-to-lower band, and Fleming Island a few minutes farther in Clay County with 1990s-to-2010s master-planned communities, the Clay County schools families move for, and CDD fees on most of them. Both are short commutes to NAS Jax and long ones to Mayport. For a VA buyer the choice is older-house findings and a smaller payment in Orange Park, or newer housing with dues and a CDD in Fleming Island.

Orange Park sits directly south of Naval Air Station Jacksonville on the west bank of the St. Johns River, and Fleming Island continues south from it along US 17 in Clay County. They are the base's suburbs in the way Hinesville is Fort Stewart's — built for the population, turned over by it — with the difference that Clay County's schools and Fleming Island's master-planned communities have made them a destination for families from across the metro, not only the Navy.
Who lives here and why
NAS Jax families first: the patrol and helicopter squadrons, the maintenance and training population, the naval hospital. Orange Park draws the shorter-commute and smaller-payment buyer; Fleming Island draws families with kids who want the Clay County schools and a newer house and will pay HOA dues and a CDD for them. The trade for both is Mayport, which is an hour across the city and not a daily drive.
The commute
Ten to twenty minutes to the NAS Jax gates on US 17 or Blanding Boulevard, more at shift change on US 17, which carries most of Clay County into the city. Fleming Island adds a few minutes to Orange Park. Mayport is forty-five minutes to an hour on the Buckman Bridge and across Jacksonville — a hedge in Mandarin exists for that reason.
Housing stock and what the appraiser sees
Orange Park is the older-house list on the appraisal: roofs at the age Florida insurers stop writing, termites and a WDI inspection as standard practice, older electrical and plumbing, and flood zones on the streets along Doctors Lake and the river. Fleming Island is the newer-house list: HOA documents, a CDD assessment on several communities that runs through the property tax bill and your ratios, and builder paperwork where construction is ongoing. The loan angle
Full entitlement means no down payment and no VA loan limit, and both price bands sit inside what NAS Jax BAH carries — run the BAH-to-payment calculator with the real tax bill, because a Fleming Island CDD moves it. A sailor with a VA loan still open at a prior homeport runs the second-tier calculation, which at these prices usually works without a down payment.
