Short answer
Fallbrook is the rural answer for Camp Pendleton: an unincorporated avocado town on larger lots reached through the Fallbrook gate, with a price band that buys more land than anywhere else on the coastal side. The catch is not the loan — VA finances wells, septic and acreage routinely — it is fire insurance, which in parts of Fallbrook, Bonsall and De Luz is now the practical gate on whether a purchase closes. Get the insurance quote before the inspection, not after.

Fallbrook is what North County looked like before the tracts: an unincorporated town of avocado groves, nurseries and custom homes on real lots, a few miles inland from the base's eastern boundary. The Fallbrook gate — through the Naval Weapons Station on the base's east side — is the reason it works for Pendleton at all, and the reason it draws senior NCOs, officers, aviators and retirees who want acreage, horses or quiet and are willing to trade the coast for it.
Who lives here and why
The buyers are people who have done the Oceanside tract and want out of it: families with animals, buyers who want a workshop or a second unit, and a large veteran retiree population that has been here for decades. Bonsall, on the south side toward Highway 76, is the slightly more suburban version with newer homes and Bonsall Unified schools; De Luz and the hills north of town are the deep-rural version, with dirt roads and no fire hydrants. There is no downtown nightlife to speak of and the grocery run is a drive. People who choose Fallbrook know that going in.
The commute
Through the Fallbrook gate, Marines working on the eastern side of the base are fifteen to thirty minutes from home, which is shorter than most Oceanside commutes to the same units. The Main Gate side is a different story — I-15 south to Highway 76 west, or the base road across, thirty to forty-five minutes — and it is the same drive Temecula families make. Housing stock and what the appraiser sees
Fallbrook is where VA's rural rules come into play. A private well requires a water quality test from an approved lab, sampled by a third party. A septic system requires an evaluation in most cases, and the appraiser checks the setback between the two. Access has to be legal and year-round, which on a shared private road means a recorded easement and, ideally, a maintenance agreement. The appraiser also has to find comparable sales for acreage — the value is the residence and the land that supports it, and groves or income-producing land beyond that may not count. Unpermitted barns, guest units and additions are common and get noted. Pre-1978 homes bring the paint rule, and termite clearance is standard. What does stop deals is insurance. Much of Fallbrook sits in high fire-hazard zones, and admitted carriers have pulled back. The lender requires a hazard policy in force at closing; where the only option is the California FAIR Plan plus a wrap-around policy, the premium is large and it runs through your qualifying ratios. The loan angle
Fallbrook prices sit below the coast per house, so full entitlement usually means no down payment at any price the appraisal supports.
