Is Vista a good place to buy near Camp Pendleton?

Short answer
Vista is the inland answer for Camp Pendleton: immediately east of Oceanside, a straight run up Highway 76 to the San Luis Rey gate, and slightly cheaper than Oceanside for the same house. The stock splits between 1960s–1980s ranch homes on bigger lots in the older parts of town and the 1980s–2000s Shadowridge tracts with HOAs, and it is warmer and less coastal than the price difference suggests. For a full-entitlement VA buyer it is one of the easier North County markets to buy in with no down payment.

Vista sits inland from Oceanside at the junction of Highway 78 and Highway 76, and it has long been where Marines go when Oceanside prices push them one town east. It is a real city with its own downtown, a business park economy, and a housing stock that is older and more varied than the tracts built for the base population next door. The trade for the lower price is a drive that runs through Oceanside's traffic to reach either gate.
Who lives here and why
Vista draws NCO and officer families who want a yard and a detached house at a price Oceanside no longer delivers, plus a large share of Navy medical and dental families from the naval hospital. The older parts of town — the neighborhoods off Vista Way, Melrose and Foothill — are 1960s–1980s ranch homes on quarter-acre and larger lots, often with room for a second unit. Shadowridge, on the south side toward San Marcos, is the 1980s–2000s master-planned area with HOAs, a golf course, and the newer stock families ask for. The city is warmer than the coast in summer, and the marine layer burns off earlier, which some people count as a feature.
The commute
The reason Vista works is Highway 76. From the north side of the city it is a straight run west to the San Luis Rey gate in fifteen to twenty-five minutes, with the drive getting slower as Oceanside fills in around the road. The Main Gate at Vandegrift means Highway 78 to I-5 and north, twenty to thirty minutes on a normal morning and more when the 78 backs up at the College Boulevard interchange, which it does. Housing stock and what the appraiser sees
The older ranches are where the Minimum Property Requirement findings come from. Pre-1978 homes draw the lead-based paint condition on any chipping or peeling paint, inside or out. Vista has decades of owner-built additions, converted garages and back-house units, and the appraiser will note unpermitted work; a permit history is worth pulling before you write. Roofs on the 1960s–1970s stock are often at end of life, and a termite clearance is standard practice on California VA purchases. On the rural east edge toward Bonsall, some properties are on septic, which brings VA's evaluation requirement. Shadowridge and the newer tracts are cleaner on all of this, and their HOA dues run through your qualifying ratios. Condos exist here too, and any condominium project has to be VA-approved before it can close — the condo answer covers the check.
The loan angle
Vista prices are lower than Oceanside but still high enough that entitlement decides the deal. With full entitlement there is no VA loan limit and no down payment. A Marine keeping a VA-financed house at the last station is in the second-tier calculation, where San Diego County's high-cost conforming limit helps but a down payment can still appear at local prices — run it on the entitlement calculator before you shop. What Vista carries on Pendleton BAH, with a real HOA figure and the actual tax bill, is the other half; the BAH-to-payment calculator answers that.
