Can I buy a second house in the same city with a VA loan?

Short answer

Yes, if the new house is genuinely going to be your primary residence and the old one is not — a growing family moving up, a divorce, a move closer to a new job or school. VA has no rule against two VA loans in the same city, but the lender has to be satisfied that you are moving, not buying a rental with a primary-residence loan. Remaining entitlement decides whether the second loan needs a down payment.

The occupancy requirement in Chapter 3 of the VA Lenders Handbook is about intent: you certify that you will occupy the new home as your primary residence, and you do so within a reasonable time. Nothing in the Handbook requires the move to be a certain distance. What the lender is watching for is a purchase where the "primary residence" story does not hold — the veteran keeps living in the first house and rents the second — because that is an investment purchase with a primary-residence guaranty, and it is misrepresentation.

Cases that are ordinary:

  • Moving up: a bigger house for a family that outgrew the first.
  • Moving down: an empty-nest downsizing, with the first house sold or rented.
  • A change in circumstances: divorce, a new job across the metro, a school.

What the loan side looks like is the second-tier calculation: the first loan's entitlement stays charged, and the new loan's no-down-payment maximum depends on what remains and the county limit. The old payment counts in your ratios unless rental income offsets it, covered on the renting-out page. If the plan is to sell the first house, closing that sale first restores entitlement and simplifies everything.

Will the lender question a move across town?
Usually they will ask why. A larger house for a larger family, a shorter commute, or a change in circumstances is a normal answer. Buying a smaller or cheaper house across town while keeping the bigger one is the pattern that draws scrutiny.
Can I keep the first house as a rental?
Yes, once you have moved. Its payment counts against you unless a lease offsets it, and its entitlement stays charged to that loan.
