Can I get a VA loan with an other-than-honorable discharge?

Short answer
Sometimes. VA home loan eligibility requires service that ended under conditions other than dishonorable — not the same as requiring an honorable discharge — so honorable and general discharges qualify. An other-than-honorable discharge does not automatically disqualify you: VA conducts a character-of-discharge review and can find the service qualifying, while a dishonorable discharge or a bad-conduct discharge from a general court-martial does not. Applying for the COE is how you find out.
The statutory standard for VA home loan eligibility, in 38 U.S.C. § 3702 and Chapter 2 of the VA Lenders Handbook, is a discharge "under conditions other than dishonorable." That wording leaves room:

For an OTH discharge, the practical path is to request the Certificate of Eligibility anyway. A denial triggers VA's character-of-discharge determination, which looks at the circumstances of the separation; a favorable finding makes the service qualifying for VA purposes. Separately, a Discharge Review Board upgrade changes the record itself. Both take time, and neither is quick enough to start in escrow — start before you shop, and before house-hunting leave if orders are involved (the PCS Home Buying Guide puts the COE first for this reason).
