Is Poquoson a good place to buy near Langley?

Short answer
Poquoson is the first place a lot of Langley families look, for one reason: it is a small independent city with its own school division, minutes from the base. The reason to look carefully is water — almost the entire city is in a FEMA special flood hazard area, so flood insurance is part of the payment on most homes, and the elevation certificate matters as much as the inspection. The price band is above Hampton and roughly level with York County, and the VA loan covers it with no down payment; the insurance is what you are really pricing.

Poquoson is a city of about a dozen thousand people on a low peninsula between the Back River and the Poquoson River, directly north of Langley. It has its own school division, a working-waterfront history, and a reputation among Air Force families that puts it at the top of most lists before they have seen it. Then they see the flood map.
Who lives here and why
Families come for the schools and the small-town setting, and for a commute to Langley that is ten to fifteen minutes on Wythe Creek Road. The housing is mostly 1960s to 2000s single-family on larger lots than Hampton, with a lot of it raised on pilings or block foundations, and a waterfront band on the creeks and the rivers. The population is heavily military and retired military. The downside is not subtle: Poquoson floods. Nearly the whole city is in a special flood hazard area, several storms in living memory have put water in houses, and flood insurance premiums are a permanent line in the household budget.
The commute

Housing stock and what the appraiser sees
Flood insurance is required on a VA loan in a special flood hazard area and escrowed into the payment. The premium depends on the elevation certificate and the foundation type — a house on pilings with the living floor above base flood elevation is a different policy from a slab at grade — so ask for the certificate with the disclosures and get a real quote before you remove contingencies. The appraiser reports the zone and notes the foundation. Other findings are the regional set: WDI inspections as standard practice, crawlspace and pier moisture, older roofs, and septic systems on some of the outer lots, which VA requires be evaluated. The loan angle
Poquoson's price band is comfortably inside a full-entitlement, no-down-payment purchase, and a second VA loan on remaining entitlement usually clears the second-tier calculation. The number that decides whether the payment works is the flood premium, so the BAH-to-payment calculator should be run with the actual quote in the insurance line, not a default. Virginia's full property tax exemption for 100% permanent-and-total veterans — on the Virginia benefits page — helps, but it does not touch the flood policy. For families weighing the schools against the water, the honest answer is that both are real, and the elevation certificate tells you which house is on the right side of it.
