Short answer
York County — Tabb, Grafton and Yorktown — is the suburban answer on the Peninsula and the one that hedges both bases: Tabb is fifteen minutes from Langley, Yorktown is a reasonable drive to Fort Eustis, and York County schools are the reason families pick it over Hampton. The housing is mostly 1970s to 2000s single-family on larger lots, the price band sits above Hampton and below Williamsburg, and the flood exposure is far lower than Poquoson's except along the York River and the creeks.

York County runs up the middle of the lower Peninsula from the Hampton line to Williamsburg, and its southern end — Tabb, Grafton and Yorktown — is where Langley and Fort Eustis families overlap. It is the most common answer to "we might get reassigned to the other base," and it is the school division that most Peninsula families with a choice choose.
Who lives here and why
Tabb, on the Hampton line, is closest to Langley: 1970s to 2000s subdivisions off Victory Boulevard and Route 17, ten to twenty minutes from the gate. Grafton is the middle, with more of the 1990s and 2000s subdivisions and the county's newer schools. Yorktown proper is the historic village and the neighborhoods along the York River and Route 17 toward Fort Eustis — older housing, larger lots and the waterfront. The draw across all three is the school division and the suburban setting; the downside is that York County is not close to anything but the two bases and its own retail, and it costs more than Hampton for the same house.
The commute
Tabb to Langley is Victory Boulevard or Route 134, ten to twenty minutes. Yorktown to Fort Eustis is Route 17 or I-64, twenty to thirty. Housing stock and what the appraiser sees
York County's stock is younger than Hampton's, so the findings shift toward roofs on 1980s and 1990s homes, HVAC replacements and HOA dues in the ratios. Flood zones are limited to the York River frontage and the tidal creeks — the elevation certificate matters there and not much elsewhere. WDI inspections are standard practice. The loan angle
York County's band is inside a full-entitlement purchase with no down payment, and most second VA loans on remaining entitlement clear the second-tier calculation here; the entitlement calculator confirms it for your COE.
