Is Goodyear a good place to buy near Luke AFB?

Short answer
Goodyear is where most Luke families with a mid-to-upper budget end up: master-planned communities like Estrella and Palm Valley, a steady supply of new construction, the Agua Fria and Litchfield district schools, and a fifteen-to-twenty-five-minute run to the south gate on I-10 or the 303. It costs more than Glendale or Buckeye for the amenities and the newness, and it comes with HOAs on nearly everything. For a VA buyer the practical questions are the builder's VA ID and warranty on a new build, and the HOA dues in the payment.

Goodyear runs south from I-10 into the Estrella foothills and west along the 303, and it is the West Valley's master-planned heart: Palm Valley near the freeway, Estrella in the mountains to the south, and a run of newer communities filling in between. It grew up with Luke and with the West Valley's spring-training and logistics economy, and it is the address a lot of Luke families pick when the budget allows.
Who lives here and why
Officers, senior NCOs, instructor families and civilians choose Goodyear for newer housing, the amenities that come with master-planned communities — pools, parks, trails — and the school districts. Palm Valley is the established core with 1990s and 2000s homes minutes from I-10. Estrella is the premium setting, up in the foothills around lakes and a golf course, with a longer drive to anything. The newer communities along the 303 and Cotton Lane are where the new-construction buyers go. PebbleCreek is age-restricted and not a family option. The trade is cost: Goodyear is above Glendale and well above Buckeye for equivalent square footage, and the HOA is part of every payment.
The commute
The south gate is fifteen to twenty-five minutes from most of Goodyear — Litchfield Road north from I-10, or the 303 to the base's west side. Estrella adds ten minutes to get down out of the foothills. Downtown Phoenix is thirty to forty minutes east on I-10, and worse at rush hour. The Luke guide has the direction-by-direction picture.
Housing stock and what the appraiser sees
Two kinds of purchase. On a resale in Palm Valley or the 1990s parts of Estrella, the appraiser's findings are the Arizona list: roof and HVAC age, pool equipment and fencing, and any leased solar on the roof. On new construction, the rules are different — the builder needs a VA builder ID, the home carries a warranty, and the appraisal follows the new-construction requirements; the new-construction page covers it, including the builder-lender incentives that are worth pricing against an outside VA quote before you sign. The loan angle
Goodyear is the band where full entitlement earns its keep in the West Valley: no VA loan limit, no down payment, and a payment that senior NCO and officer BAH carries — the BAH-to-payment calculator with the HOA line included will show where the margin is. A buyer with a VA loan still open at the last base runs the second-tier calculation; Maricopa County's conforming limit is the standard figure, so a larger Goodyear purchase on remaining entitlement can carry a down payment.
