Is Riverview a good place to buy for MacDill?

Short answer
Riverview and Apollo Beach are where Tampa's new construction is: master-planned communities along US 301 and I-75 built since the 2000s, thirty to forty-five minutes from MacDill, with HOAs and Community Development District fees on nearly all of it. Riverview is inland; Apollo Beach is on the bay and carries the flood and wind exposure that comes with it. For a VA buyer the price band is a no-down-payment purchase, but the CDD fee runs through the property tax bill and the payment, and two houses at the same price can carry very different monthly costs.

Riverview and Apollo Beach are south Hillsborough County's growth corridor — the subdivisions along US 301, Big Bend Road and I-75 that have absorbed most of Tampa's new housing since the 2000s. Riverview is inland and enormous; Apollo Beach is the waterfront version on the bay, with canals and a marina. Both are master-planned, both are HOA and CDD territory, and both are where a MacDill family goes for a new house it can afford.
Who lives here and why
Families who want new construction and are willing to drive for it: mid-career military, contractors, dual-income households, and a lot of first-time buyers. Apollo Beach draws the boat-owning and retiree end of the base population. The trade is the commute, the fees, and — in Apollo Beach — the water.
The commute
Thirty to forty-five minutes: US 301 or I-75 north to the Selmon Expressway, then west into South Tampa. The Selmon is tolled and it is the only reasonable route; without it the drive is an hour. Apollo Beach adds a few minutes to Riverview. Price the tolls with the payment.
Housing stock and what the appraiser sees
New construction changes the appraisal conversation: builder VA ID, the required warranty, and value set against a subdivision's own resales while it is still being built. Builder-lender incentives — closing-cost credits conditioned on using the builder's lender — are the norm here and should be priced against an outside VA quote before you sign; the new construction page covers the rules. The payment items are the CDD assessment, which repays the community's infrastructure bonds as a line on the property tax bill and runs through your escrow and ratios, and the HOA. In Apollo Beach, the bayfront and canal lots sit in special flood hazard areas with required flood insurance, and wind coverage prices by roof age and wind mitigation; the 2024 storms put water into low-lying streets there. The loan angle
Full entitlement means no down payment and no VA loan limit; the question in Riverview is what the payment actually is once CDD, HOA and insurance are added — run the BAH-to-payment calculator with the real tax bill for the specific community, not the county average, because the CDD can move it meaningfully. A second purchase on remaining entitlement is a second-tier calculation that at these prices usually works without a down payment. Florida's § 196.081 total homestead exemption for 100%-rated veterans removes the ad valorem tax but not the CDD assessment, which is a non-ad valorem charge — a distinction that matters here more than anywhere else in the metro; the Florida benefits page covers the exemptions.
