Is Jamul a good place to buy near Naval Base San Diego?

Short answer
Jamul is rural East County — acreage, horses, custom and manufactured homes on Highway 94 southeast of Spring Valley — and it is a forty-to-fifty-minute commute to the 32nd Street base on a good day. It is a legitimate VA purchase for a senior NCO, officer or retiree who wants land, but it is not a first-tour neighborhood: most parcels are on wells and septic, which VA tests, and hazard insurance in the wildfire zone is the constraint that decides more deals than the appraisal does.

Jamul is where the county turns rural: Highway 94 southeast of Spring Valley, past the reservoir, into rolling chaparral with ranchettes, horse property and custom homes on one to several acres. It is a real place with a real community, and it is a genuinely different purchase from anything else on this base's list. The commute is long, the infrastructure is private, and the insurance market is the first thing to check.
Who lives here and why
Senior NCOs and officers on a final San Diego tour who want land and are willing to drive for it, retirees leaving the bay for space, and families with horses. Nobody buys in Jamul for the commute. The draw is acreage and quiet at a per-house price the city cannot match; the trade is forty-plus minutes each way to the base, a two-lane highway as the only road, wells and septic on most parcels, and wildfire exposure that has made hazard insurance difficult.
The commute
Forty to fifty minutes to the 32nd Street gates: Highway 94 west through Rancho San Diego and Spring Valley to I-805 or I-5, then south. The 94 is two lanes for much of Jamul and carries all of the traffic; a single incident closes the route. Coronado is close to an hour. Miramar is not realistic daily.
Housing stock and what the appraiser sees
Three things decide a Jamul VA purchase before the house itself. Water: most parcels are on private wells, and VA requires a water quality test by a disinterested party; shared wells need a recorded agreement. Septic: VA requires an evaluation in most cases, and failures are repair conditions. Insurance: the lender requires a hazard policy in place at closing, and in the wildfire zone the available policy may be the California FAIR Plan with a wrap — get the quote before removing contingencies, because it can be the number that does not work. Private-road access needs a recorded easement and, commonly, a road-maintenance agreement. Manufactured homes qualify only when permanently affixed and titled as real property. The tax bill is the Proposition 13 base with county services and no Community Facilities District, except possibly on the newer subdivisions near the casino, which should be checked.
The loan angle
Jamul is a full-entitlement purchase for most buyers, and acreage prices can push above the conforming limit, where no VA loan limit matters; the appraiser values the residence and supporting land, and excess agricultural acreage may not count toward value.
