Is Chula Vista a good place to buy near Naval Base San Diego?

Short answer
Chula Vista is the sailor's default for Naval Base San Diego, and it is really two cities. West of the 805 is the older stock — 1950s–1980s single-family and a lot of condos — ten to fifteen minutes from the 32nd Street gates at the lowest South Bay prices. East of the 805 is Eastlake, Otay Ranch and the other master-planned communities built since the 1990s, with the schools families move for, HOAs, and Mello-Roos special taxes that make the payment noticeably higher than the list price implies. Both work with a VA loan; the east side needs the real tax bill in the math.

Chula Vista is the largest city in the South Bay and the first place a sailor at the 32nd Street base looks. It runs from the bayfront east to the Otay hills, and I-805 splits it into two markets that share a name and not much else: the older west side, closest to the base and cheapest, and the master-planned east side, newer and more expensive and where most families with school-age kids end up.
Who lives here and why
West of the 805, the buyers are junior and mid-grade sailors, dual-military couples and anyone whose priority is the shortest possible drive to the pier at a South Bay price. The neighborhoods between I-5 and the 805 — from the bayfront up to Third Avenue and the older tracts around it — are 1950s–1980s single-family homes and a large share of condos and townhomes, which is where most first VA purchases in the city land. East of the 805, Eastlake, Otay Ranch, Rolling Hills Ranch, Rancho del Rey and Millenia are the 1990s–2020s master-planned communities: newer homes, parks, HOAs, and the Chula Vista Elementary and Sweetwater Union campuses that families ask for. Senior NCOs, officers and second-VA-loan buyers are the east side's core.
The commute
From the west side, the 32nd Street gates are ten to fifteen minutes on I-5 or the 805, and that is the whole reason to buy there. From Eastlake and Otay Ranch it is the SR-125 toll road down to the 54 and across, or the 805 to the 54, twenty to thirty-five minutes depending on the hour — the toll is a real monthly line item for a daily commuter. Sea duty changes the calculation: the household that stays behind is the one living with the commute, or not.
Housing stock and what the appraiser sees
West side: pre-1978 homes bring the lead-based paint condition on any peeling paint; converted garages and unpermitted additions are common and get noted; roofs on the 1950s–1970s stock are often at end of life; termite clearance is standard practice. A large share of the affordable inventory is condos, and the condominium project has to be VA-approved before a VA loan can close on a unit — the condo answer covers the check, and it matters here more than almost anywhere. Two-to-four-unit properties are common on the west side and are a real path for a sailor who wants rental income while occupying one unit.
East side: the Minimum Property Requirements are rarely the problem on 1990s–2020s construction. The payment is. Most master-planned communities sit in Community Facilities Districts, and the Mello-Roos assessment runs through the property tax bill, your escrow and your qualifying ratios; with the HOA on top, two homes at the same price can carry meaningfully different payments. Ask for the tax bill and the HOA budget with the disclosures and compare payments, not prices. Leased solar is common on newer homes; the solar answer covers transfers and the PACE-lien problem.
The loan angle
West-side prices are where a first-use, full-entitlement VA loan does the most for a junior sailor: no down payment, no loan limit, and a condo or a small house that BAH carries. East-side prices are where the second-VA-loan question decides the deal — a sailor keeping a house at the last homeport is in the second-tier calculation, and San Diego County's high-cost conforming limit helps but a down payment often appears at Eastlake prices; the entitlement calculator shows it.
