Is Imperial Beach a good place to buy near Naval Base San Diego?

Short answer
Imperial Beach is the county's last beach town before the border and its cheapest coastal address — 1960s–1990s single-family and a large condo share, minutes from Naval Amphibious Base Coronado up the Silver Strand and fifteen to twenty-five minutes from 32nd Street on I-5 or the 75. For a sailor or SEAL-community family who wants the beach at a South Bay price it is the answer, with pre-1978 conditions, condo project approval and coastal flood zones deciding the VA purchase. The price band is below Coronado by a wide margin and near west Chula Vista.

Imperial Beach sits at the bottom of the Silver Strand, the sand spit that runs from Coronado south to the Tijuana River estuary. It is a small beach city with a pier, a long public beach, and a housing stock that was never built for the coastal-luxury market — which is precisely why it is the one beach town in the county a mid-grade Navy family can buy in.
Who lives here and why
Sailors and Marines at Naval Amphibious Base Coronado and the Naval Special Warfare commands on the Strand, who are minutes away; sailors at 32nd Street willing to trade a longer drive for the beach; and buyers priced out of everything coastal to the north. The draw is the ocean at a South Bay price and the shortest commute in the county for the NAB and SEAL-community population. The trades are the town's modest size and services, the estuary-adjacent flood zones, and a housing stock that is old, salt-worn and heavily attached.
The commute
Five to fifteen minutes to NAB Coronado and the Strand commands via Highway 75; North Island is a few minutes farther up the Strand. To 32nd Street it is fifteen to twenty-five minutes on Palm Avenue to I-5, or up the 75 and across the bridge. Downtown is a similar run. IB's one road north, the Strand, is the whole commute for the Coronado side, and it is scenic and mostly uncongested.
Housing stock and what the appraiser sees
Most of the single-family stock predates 1978, so peeling paint brings the lead-based paint condition, and salt air shortens the life of roofs, windows and exterior fixtures — end-of-life roofs and corroded elements are the common findings. Unpermitted additions and converted garages are frequent. Parts of the city near the estuary and the bay are in FEMA special flood hazard areas, and flood insurance is required and escrowed where they apply; get the zone with the disclosures. Condos and townhomes are a large share of the inventory and the project must be VA-approved — the condo answer covers the check. A termite clearance is standard practice. The loan angle
Imperial Beach is one of the few coastal markets in the county where a mid-grade, full-entitlement buyer's no-down-payment purchase reaches a house rather than only a condo, and where the second-tier calculation on remaining entitlement often works without a down payment because the band is low; the entitlement calculator shows it.
