Are Point Loma and Ocean Beach good places to buy near Naval Base Point Loma?

Short answer

Point Loma and Ocean Beach are the peninsula at the mouth of the bay — Naval Base Point Loma's own neighborhoods, minutes from the sub base and the Rosecrans commands, and fifteen to twenty-five minutes from 32nd Street. Ocean Beach is the older, funkier beach town with 1920s–1960s bungalows and a large condo share; Point Loma is the established, pricier side with view homes and larger lots. Both are coastal bands well above the South Bay, so the VA purchase is a full-entitlement, no-loan-limit question for most buyers, with pre-1978 conditions and condo project approval on the appraisal side.

The Point Loma peninsula holds Naval Base Point Loma — the submarine base, the Naval Information Warfare community, the Rosecrans headquarters — and two very different neighborhoods above it. Ocean Beach on the Pacific side is the beach town that never gentrified all the way, with bungalows, surf shops and a pier. Point Loma proper, on the bay side and the ridge, is established, quiet and expensive, with view lots looking across to Coronado and downtown. For the Point Loma commands they are the neighborhoods; for 32nd Street sailors they are a coastal option at a real premium.

Who lives here and why

Officers, senior enlisted and dual-income households at the Point Loma commands, who are minutes from work; buyers with equity from a prior sale who want the coast; and, in Ocean Beach, single service members and couples who want the beach-town life in a condo or a small house. The draw is the water and the peninsula's setting. The trade is price — this is a coastal band, and Point Loma's view lots are among the most expensive in the city — plus the airport: much of the peninsula sits under the Lindbergh Field approach, and the noise is a fact of daily life and of resale.

The commute

Five to ten minutes to Naval Base Point Loma and the Rosecrans commands from anywhere on the peninsula. To 32nd Street, fifteen to twenty-five minutes on Rosecrans and I-5 south. To North Island, twenty to thirty minutes via I-5 and the Coronado Bridge. Downtown is ten to fifteen. The peninsula's few roads out — Rosecrans, Nimitz, Sunset Cliffs — back up at the peaks.

Housing stock and what the appraiser sees

Ocean Beach's bungalows and Point Loma's 1940s–1970s homes are pre-1978 almost without exception, so peeling paint brings the lead-based paint condition, and salt air shortens the life of roofs, windows and exterior fixtures. Original electrical and plumbing, unpermitted additions and converted garages are the recurring findings, and a termite clearance is standard practice. On the view lots and custom homes the appraiser has to find comparable sales in a thin, expensive market, which is where the Tidewater process comes up — the appraisal page covers it. Ocean Beach's condos are where junior buyers land, and the project must be VA-approved, per the condo answer. The peninsula is on the standard Proposition 13 base with no Mello-Roos.

The loan angle

At coastal prices the VA purchase is a full-entitlement question: a full-entitlement buyer has no VA loan limit and no down payment at any price the appraisal supports, which is why a seven-figure Point Loma purchase with nothing down is a real thing — the million-dollar answer explains it, along with the lender overlays that apply on large loans. A buyer keeping a VA-financed house elsewhere will almost always see a down payment enter at this band; the entitlement calculator gives the figure, and selling first removes the limit.
