Is the East Side of El Paso a good place to buy near Fort Bliss?

Short answer
The East Side is El Paso's largest residential area and where most Fort Bliss families with a mid-range budget buy: 1990s-to-2000s subdivisions along Montana Avenue, I-10 and Loop 375, with the city's newer retail and medical corridor, and a twenty-to-thirty-minute drive to the post on Loop 375. It costs more than the Northeast and less than the West Side. The trade is the commute and, on the outer edges, the beginning of the Far East's wells, septic and longer drives.

The East Side is where El Paso grew in the 1990s and 2000s, and it is the family default for Fort Bliss. It stretches along Montana Avenue and I-10 out to Loop 375, with the newer hospitals, the big-box retail and most of the city's mid-band subdivisions. The commute to the post is Loop 375 north, twenty to thirty minutes, and that is the price of living where the schools, the shopping and the newer housing are.
Who lives here and why
Mid-career soldiers and NCOs with families, dual-income households where the second job is in the East Side's medical or retail corridor, and buyers who want a 1990s-or-newer house at a price the Northeast's older stock does not match. Ysleta ISD and El Paso ISD split the area, with Socorro ISD on the southern edge, and campus assignment varies enough by subdivision that families ask about the specific school, not the district. The trade is the drive: nobody on the East Side has a five-minute commute to the post.
The commute
Loop 375 is the route — north to the Bliss gates in twenty to thirty minutes on a normal day, longer at shift change when the gate approaches back up. Montana Avenue is the surface alternative. Housing stock and what the appraiser sees
Mostly 1990s and 2000s single-family tract, which means fewer of the 1960s electrical and plumbing findings than the Northeast, but the same El Paso roof set: flat and low-slope roofs with foam or built-up membranes near the end of a twenty-year life draw conditions, and the appraiser looks at ponding and patches. Evaporative coolers on older East Side homes are acceptable when functional; many have been converted to refrigerated air, and the buyer should know which. Hail is a periodic roof issue. Drainage matters in the flat parts of the East Side and along the arroyos that cross it; a home in a special flood hazard area needs flood insurance, escrowed. The loan angle
East Side prices are the middle of El Paso's range and Fort Bliss BAH carries them at most grades — the BAH-to-payment calculator shows it with the real county-plus-city tax rate. Full entitlement means no down payment and no VA loan limit. A soldier with a VA loan still open at a prior post runs the second-tier calculation, and at East Side prices it works without a down payment nearly every time. Texas Vet (VLB) pricing layers on, and the § 11.131 total exemption for 100%-rated veterans removes the property tax line — a large line in El Paso County — from the payment; both are on the Texas benefits page.
