Is Horizon City a good place to buy near Fort Bliss?

Short answer
Horizon City and the Far East beyond Loop 375 are El Paso's newest and fastest-growing area, and they buy the most house for the payment anywhere in the metro — large 2000s-to-2020s subdivisions off Zaragoza, Pellicano and Eastlake, and Horizon City as its own town. The trade is the drive: thirty to forty minutes to the Fort Bliss gates on a good day, and at the edges, private wells and septic systems that bring VA's water test and septic evaluation.

The Far East is where El Paso is still being built. Past Loop 375 the subdivisions run out toward Horizon City — an incorporated town with its own government and a rate of growth that has doubled it more than once — and the desert beyond, where lots get bigger and the water comes from a well. For Fort Bliss families the trade is stated in one sentence: more house than anywhere else in the metro, and a longer drive to get to it.
Who lives here and why
Families who want a new house with a yard at a price the East Side no longer offers, dual-income households where neither job is on post, and buyers who plan to stay past the tour. Socorro ISD and Clint ISD serve the area and both are growing with it. The honest downside is distance: thirty to forty minutes to the gates is the best case, the Loop backs up at shift change, and everything — the hospital, the airport, the West Side — is on the far side of that drive.
The commute
Loop 375 north and around to the Bliss gates, thirty to forty minutes on a normal day. There is no faster route; the Far East is on the opposite side of the city from the post. Biggs Army Airfield is comparable. Families here plan their lives around the drive, and a soldier with early formations should test it before writing. Housing stock and what the appraiser sees
Two markets. New and near-new tract inside the subdivisions: the VA builder-ID and warranty requirements on the new construction page, and the builder-lender incentives that are standard here — a real credit that has to be priced against an outside VA quote, because the loan behind it is not always the better loan. Early-2000s builds are reaching the end of a flat-roof membrane's life, and the appraiser looks at ponding and patches. Acreage and edge properties outside the subdivisions: private wells and septic systems, which VA requires a water quality test and, in most cases, a septic evaluation for; manufactured homes, which VA finances only when permanently affixed and titled as real property; and drainage on flat desert lots that flood in a monsoon storm. The loan angle
The Far East is where a Fort Bliss BAH buys the most house — the BAH-to-payment calculator with the county-plus-Horizon-City rate makes the point. Full entitlement means no down payment and no VA loan limit. A soldier with a VA loan still open at the last post runs the second-tier calculation, and at these prices remaining entitlement almost always covers the loan; the entitlement calculator confirms it.
