Short answer
Seal Beach is three different housing markets in one small city: Old Town, the 1920s–1950s beach cottages and newer rebuilds by the pier at a coastal price; College Park East and the Hill, 1960s–1970s tracts that are the family purchase; and Leisure World, an age-restricted community that holds a large share of the city's units and is only an option for a buyer who meets its age rule — which rules out most active-duty households. The weapons station's gate is five minutes from any of them, the schools are Los Alamitos Unified, and the VA purchase depends on which Seal Beach you buy: an old-cottage appraisal in Old Town, a tract appraisal in the tracts, and a co-op question in Leisure World that a VA loan usually cannot answer.

Seal Beach is the first city over the Orange County line, a small beach town with a pier and a Main Street, the weapons station on its east side, and a housing map that a buyer from out of town needs explained. Old Town is the beach, and priced like it. College Park East and the Hill are the tracts where families with a weapons-station or Guard-base commute buy. And Leisure World, behind its walls off Seal Beach Boulevard, is a very large age-restricted community that shows up in every listing search and is not for most active-duty buyers.

Naval Weapons Station officers and civilians, JFTB households who wanted the beach, and Orange County families who chose Los Alamitos Unified and a small-town Main Street. The draw is a beach town five minutes from the gate with schools families move for; the trade is the coastal premium in Old Town, and a tract market that is small and competitive.
The commute
The weapons station's gate is five minutes from anywhere in the city, the JFTB ten up Seal Beach Boulevard. Long Beach is fifteen to twenty minutes on the 405 or PCH, the Coast Guard base thirty, Los Angeles AFB an hour and not a daily choice. Huntington Beach is ten minutes down PCH.
Housing stock and what the appraiser sees
Old Town is 1920s–1950s cottages on small lots, many rebuilt or expanded, with the old-house list on the originals — pre-1978 paint, knob-and-tube and ungrounded wiring, raised foundations, galvanized plumbing — and coastal-zone permitting on any work near the beach. College Park East and the Hill are 1960s–1970s tracts on slabs with galvanized supply lines, original panels, aging roofs and additions with and without permits. Leisure World is different in kind: most of its units are co-operative shares in a mutual rather than real property, which a VA loan generally cannot finance, and it carries an age rule that most active-duty buyers cannot meet; the condominium mutuals within it and the condo projects elsewhere in the city need VA project approval, which the condo answer walks. A termite clearance is standard practice on a California VA purchase.
The loan angle
An Old Town house is a large VA loan at a coastal price, and full entitlement's absence of a loan limit is what makes it a no-down-payment purchase; the million-dollar answer explains the overlays that apply at that size. The tracts are where a remaining-entitlement buyer's second-tier math is closer, though a down payment usually still enters — the entitlement calculator gives the figure.
